WTCS District Contacts for Financial Aid information.
This is a tool for initial guidance and to facilitate communication with District Financial Aid Officers. It has been developed using the narrative from the 2007-08 Handbook for Federal Student Aid and is not an official document approved by the U.S. Department of Education. Each program must be approved by WTCS and submitted to the U.S. Department of Education for approval by the Financial Aid Officer prior to offering any financial aid to students. This is strictly a guidance document and for financial aid purposes only. The U.S. Department of Education Handbook is the official government interpretation of rules and regulations and is updated annually. Consult with your District Financial Aid Officers for any changes in regulations.
Financial Aid Responsibilities In All Collaborative Program Agreements
Federal regulations prohibit a student from receiving financial aid at more than one institution during the same award period. Financial Aid applicants who enroll in courses at another eligible institution may receive financial aid from the degree-granting college through a consortium agreement. The degree-granting college may give permission to the other college to pay financial aid on their behalf if agreed to in that consortium agreement. According to Department of Education, the degree-granting college is considered to be the HOME college and the other college is considered the HOST college.
This agreement will serve as the official consortium agreement and business process among WTCS Financial Aid Directors in the following types of delivery:
WTCS to WTCS shared programs. Home school disburses aid. (template)

This is the Mid-State Technical College (MSTC) and Madison Area Technical College (MATC-Madison) Financial Aid Consortium Agreement that will serve as the Financial Aid template for all Wisconsin technical colleges entering into the Liberal Studies agreement with another Wisconsin technical college.
