Chairperson Karen Lawlor called the meeting to order at 8:45 AM. 

Approval of Minutes

Language was clarified in the second to last paragraph. A motion was made by Mark Kearns and seconded by Bill Barribeau to approve the minutes of the November 11, 2001 meeting. Motion carried.

Occupational Foreign Language
David Hague, Marketing and Management Education Consultant, gave a brief report on the workgroup and the draft 140 Global Education and Services document that was developed. Several minor revisions were suggested, including expanding the examples. Flexibility in assigning instructors is critical. Mark Kearns made a motion, seconded by John Hamilton, to delay approving the document until the revised draft is presented. Motion carried.

850 Adult Basic Education Document

The revised draft of the 850 document was discussed. Mary Ann Jackson gave a summary of the controversial points that still need to be resolved, and asked how the Committee wanted to proceed. A discussion of the concern of General Education instructors bumping Adult Basic Education instructors ensued, but the group feels that this concern should not drive certification policy. Jan Jablonski reviewed the concerns she has received from the district certification staff. Mark also indicated that the issue of "grandfathering" would need to be clarified. The group decided to discuss page by page, continuing where they left off on November 1, 2001, which was at "Details on Academic Preparation for Levels 5 & 6. However, first Tom Grinde handed out a list of what the state office would consider appropriate "Reading Instruction" courses, as that was an area of concern of the Committee. The list is not all- inclusive, and would serve as a resource to local certification staff. After reviewing the list, the Committee feels comfortable that changing to "Reading Instruction" would be appropriate, and no further discussion on that issue was needed.

The document draft was brought up on the overhead via Internet, and was amended as the discussion proceeded. The details of each academic specialty area were reviewed and changed to reflect consistency with the General Education where deemed appropriate. The document was set aside at 11:15AM to address the appeal from Michael Trudeau.

Appeal from Michael Trudeau

Michael Trudeau was contacted by telephone. He was given 30 minutes to discuss his appeal. He gave some comments to the group, and members of the Committee asked him questions. The group discussed his situation, and made recommendations for language to be written in a letter from Karen Lawlor, as the Committee Chairperson. The group agreed that his 809 certification was issued appropriately and could not be reversed. However, he does have the option of letting his 809 certification lapse. His other Five Year certificates remain valid. Any local rules that MATC Milwaukee imposes upon their instructors based upon their union contract are not within the realm of this Committee to comment on. John Hamilton made a motion, seconded by Bill Barribeau, to have Karen write the letter as agreed upon by the Committee. Motion carried.

Return to 850 Discussion

The Committee returned to the work on revising the Adult Basic Education document until the meeting was adjourned. The next meeting date was set for January 18, 2002, at which time the review and discussion of this document and the remaining agenda items from today will be covered.

Updates

A brief update from each of the workgroups of the Guidelines revisions was given during lunch. A more in-depth report will take place at the next meeting.

A motion was made by John Hamilton and seconded by Nick Triscari to adjourn the meeting. Motion carried. Meeting adjourned at 2:15PM.
