The purpose of these funds is to establish and expand educational opportunities at the K-12 levels for educationally disadvantaged adults.
Under the previous AEFLA guidelines, grants in all categories were awarded for up to a two-year period, ending with FY 2003-04. Congress has not yet reauthorized the AEFLA, and the System Office expects to operate in 2004-05 under its current State Plan. Therefore, current recipients of AEFLA grants who are demonstrating satisfactory performance will be allowed to revise their current grants to extend them through 2004-05. No new applications will be accepted.
Funds under this category are available for the following purposes:
Adult Basic Education Comprehensive Programs
Supports comprehensive adult basic educational programs that enable adults
to acquire basic skills necessary to function in society, continue their
education to at least the level of completion of secondary school, and secure
training
that will enable them to become more employable, productive and responsible
citizens. Comprehensive Program grants are intended to support a primary
provider of a "full service" adult basic education program within a geographic area
that equates to a technical college district.
Adult Basic Education Outreach Programs
Supports basic education outreach programs that enable adults to acquire
basic skills necessary to function in society, continue their education
to at least the level of completion of secondary school, and secure training
that will enable them to become more employable, productive and responsible
citizens. Outreach Program grants are intended to support providers of
basic education programs that serve specific geographic areas or specific
populations within a technical college district.
Institutionalized Individuals
Provides educational programs for criminal offenders in correctional institutions.
The programs may include basic education with special emphasis on reading,
writing, vocabulary, and arithmetic; special education programs; bilingual
or English as a Second Language programs; and secondary school credit programs..
State Leadership Funding
Supports professional development, curriculum development, and other activities
of statewide significance that promote the purpose of the Adult Education
and Family Literacy Act.
Integrated English Literacy and Civics Education
Supports implementation
of an experienced-based civics literacy course for immigrants and individuals
with limited English proficiency that includes activities that take students
out of the classroom and into the community.
